Feature/203 add utility shortcut functions

Closes #203 (closed).

• Added tested utility functions get_object_or_none and get_list_or_none
• Added a test settings file for the required test-models
  • Updated test runner to reflect that
• Used 10 seconds as wait time to wait until database is running

Ran Tests, all OK.
