OSM Conflator Audit System

Updated fork of the https://github.com/web-apis/riskmanagement-server sample.

Changed from JAX-RS/Jersey to Spring Boot. Updated from Java 8 to 21 and added a SwaggerUI endpoint. Created a Postman collection and OpenAPI definition.
