remove template filter filter_filename

Our custom Django template filter filter_filename isn't being used anymore. Remove it.

The module is needlessly being loaded in osmaxx/osmaxx/excerptexport/templates/excerptexport/partials/content_file_type_description.html. Stop loading it and remove the module, too.
